Free access to Valletta in afternoons and weekend


Next week we
will see the start of the increased free access to Valletta announced in this
November's Budget. No CVA
charges will apply for vehicles accessing the Valletta after 14.00 on weekdays
and all day on Saturdays, Sundays and public holidays.

will start next Monday the 2nd of December.

Anyone
driving into Valletta before 14.00 on weekdays and staying more than 30 minutes
will continue to pay the same charges as today.

A 10 per
cent discount applies for pre-payment or direct debit arrangements while late
payment fees apply for unpaid bills.

The
charges have therefore been revised as follows.

GRTU attends EuroCommerce 20 years celebrations


Last week GRTU President Paul Abela and EU Desk Coordinator
Abigail Mamo have attended the celebrations marking the 20 years from the
establishment of EuroCommerce. GRTU is member of EuroCommerce as the umbrella
association for retail, wholesale and international trade at Brussels level.

The celebration included a dinner and followed, on the
following day, by an Annual General Meeting.  The celebrations were
introduced by EuroCommerce Director General Christian Verschueren and a speech
was delivered by EuroCommerce President, Baroness Neville-Rolfe.                             

In her speech Baronesse
Rolfe stated that "The retail and wholesale sector, the largest employer of
young people in Europe, has a prominent role to play in reigniting growth and
prosperity for the next generation".

During the event EuroCommerce launched its electoral
manifesto with key messages ahead of the European Parliament elections and the
new team of European Commissioners in 2014. The main themes are:

First, encouraging growth through innovation and improving
the lives of consumers by maximising the digital and mobile revolution;

Second, making markets more open and improving European
competitiveness, so that we are not left behind by Asia;

Third, further nurturing sustainable enterprises and
supporting fair supplier relations through joint voluntary endeavour."

The guests were addressed also by the President of the
European Council, Herman van Rompuy said, "Jobs remain the ultimate goal. But
it's only going to work if businesses – and especially retail – are actively
involved. Helping entrepreneurship spread, one new worker at a time: it's our
surest path back to lasting growth."

The European retail, wholesale and international trade sector
is undergoing a major transformation, driven primarily by the rapid expansion
of the digital economy. Shops are adapting at pace, anticipating customers'
changing needs and preferenc­es. This e-commerce revolution has coincided with
continuing recession in many Member States. Consumer spending is down and
competition is fierce, putting a premium on innovation and efficiency, while
making it harder to earn a return on investment.

Shopped online and want your money back? Commission Proposal on Small Claims helps SMEs

Have you ever
paid your supplier abroad and he delivered a faulty product? Don't worry, there
is a cheap way to claim your money back. The European Commission has proposed
to strengthen the position of consumers and businesses in low-value
cross-border disputes. Since 2007, the EU has a procedure to resolve small
civil and commercial disputes in a hassle-free way:

the European Small Claims
Procedure. Six years down the line, the Commission is drawing on the experience
acquired to make the European Small Claims Procedure even simpler, cheaper and
more relevant for consumers and businesses. The key change proposed would raise
the ceiling for filing a claim under the procedure to €10 000, up from €2 000.
Small businesses will be the big winners of this change – as currently only 20%
of business claims fall below the €2 000 threshold.

"No
consumer or business claim is too small for justice to be served", said
Vice-President Viviane Reding, the EU's Justice Commissioner. "Having
listened to businesses, the Commission is proposing rules that will make a
truly European procedure more effective and relevant to daily life. At a time
when the European Union is facing big economic challenges, improving the
efficiency of justice in the EU is key to restoring growth and boosting trade.
We are acting to simplify the procedure for resolving low-value disputes in our
Single Market. Consumers and SMEs should feel at home when they buy
cross-border."

The
European Small Claims Procedure, which was adopted in 2007 and has been applied
since 2009, is a useful tool that has proven its worth. It has reduced the cost
of litigating cross-border small claims up to 40% and the duration of
litigation from 2 years and 5 months down to an average duration of 5 months.
However, there is room for improvement. A Commission report on the European
Small Claims Procedure, finds that the upper limit of €2 000 for filing a claim
excludes too many low-value disputes, particularly disputes involving small and
medium-sized enterprises. A large number of disputes is also excluded by the
narrow definition of what a 'cross-border' dispute actually is, meaning that
for example, a car accident in a border region of another Member State or a
lease contract for a holiday property are not currently covered by the
Procedure.

The
Commission is therefore taking action to improve the usefulness of the
procedure, by introducing a targeted set of practical changes to the way the
procedure operates. The Commission's proposal to revise the Small Claims
Regulation will notably:

Raise the
threshold for filing a 'small claim' from €2 000 up to €10 000. This will
notably benefit SMEs, making the procedure applicable to 50% of business claims
(up from 20% today).

Widen the definition of what is a
'cross-border' case in order to help more businesses resolve their cross-border
disputes.

Cap court fees: Under the existing
small claims procedure court fees can be disproportionate, in some cases even
exceeding the value of the claim itself. This proposal will ensure that court
fees do not exceed 10% of the value of the claim, and the minimum fee cannot be
higher than €35. It will also require that court fees can be paid online by
credit card.

Cut paperwork and travel costs: The
new rules will enable claimants to launch the procedure online: email will
become a legally valid means of communication between the parties involved, and
teleconferencing or videoconferencing will become natural tools in oral
hearings, wherever these are necessary.

With this
proposal the Commission is facilitating effective access to justice for
consumers and businesses, so they have the confidence to better exploit the
Single Market.

COST and HORIZON 2020 Information Session


We are pleased
to inform you that MCST will be organizing two info sessions on COST,
Co-operation in Science and Technology www.cost.eu and the new €70.2 billion
Research and Innovation Programme – Horizon 2020.

COST is the
networking mechanism by which researchers can gain excellent networking
exposure with colleagues working in same areas across Europe. It is
administratively extremely simple, inclusive and each EU country can be
represented on a COST action by means of two members, making it an added
advantage to researchers based in Malta. Over 80 new actions are approved each
year and in the last 3 years over 150 researchers in Malta have begun to
benefit from COST participation. The huge advantages of participating in COST,
both to academics as well as to SMEs, industry and public entities will be
highlighted in the two sessions.

Horizon 2020 is the largest
EU financial instrument for research and innovation, following the Seventh
Framework Programme (FP7), through which over €17 million has been received by
Maltese participants. Horizon 2020 aims at securing Europe's global
competitiveness with a drive to create new growth and jobs in Europe. Building
on FP7, Horizon 2020 will be taking a market-driven approach in order to tackle
societal challenges, by helping to bridge the gap between research and the
market.

The session on
10th December will be addressed primarily to academics from University, MCAST
and other higher educational and research institutions.

On the other
hand, the breakfast meeting on 11th December will be focused on the benefits
industry, SMEs, employers and public entities can gain from COST and H2020,
since these instruments aim to include all stakeholders, not only academics, as
research and innovation affects all sectors and not just academia.

Consultation Session-Proposal for a Regulation to strengthen the agri-food chain in Europe


The Malta-EU
Steering and Action Committee (MEUSAC) will be organising a consultation
session on the ‘Proposal for a Regulation on official controls and other
official activities performed to ensure the application of food and feed law,
rules on animal health and welfare, plant health, plant reproductive material,
plant protection products'.

The
purpose of this consultation session is to seek stakeholders' views on the
European Commission's proposed Regulation on official controls, which would
replace the existing Regulation and adopt measures aimed at strengthening the
enforcement of health and safety standards for the whole agri-food chain. All
businesses and relevant stakeholders operating within the plant, animal and
food sectors (the agri-food chain) and enforcement bodies carrying out official
controls (competent authorities) are invited. Food safety is essential to
ensure consumers' confidence and the sustainability of food production.

Comments
on the likely impacts of the changes being proposed on consumers and industry,
in particular food and feed businesses would be welcome during this session.

Council says “no” to advancing product safety package

The Member
States rejected the mandate for the trialogue negotiations with the European
Parliament and the European Commission on the product safety package. The
Member States could not find a compromise on how to deal with mandatory origin
labelling. The Lithuanian Presidency will continue to find a compromise ahead
of the Competitiveness Council on 2 and 3 December. If no compromise is found,
it is likely that the Product Safety Package will not be adopted before the
European Parliament elections next year.

Gozo hosted the 13th Annual Forum of the Network of Insular Chambers of Commerce of the EU

GRTU
representatives have attended the General Assembly and the 13th Annual Forum of
INSULEUR, the Network of the Insular Chambers of Commerce and Industry of the
EU held in Gozo on 8th November 2013.

Entitled
"Europe 2020 strategy in insular regions through active citizenship"
this event addressed issues as important to our economies as the institutional
proposals on EUROPE 2020 Strategy from the perspective of the interests of
island territories.

Europe
2020 is the European Union's main strategy aiming to put European economy back
to growth. The main objective for European economy is to become smart,
sustainable and inclusive. Islands should develop integrated and tailored
solutions to meet such territorial challenges as well as create future
opportunities. The Europe 2020 Strategy should play an important role in these
regions as they provide a range of intervention tools that can be tailored to
the specific territories themselves, dealing with a range of territorial
characteristics.

The
Forum gave voice about it to politicians, economists, chambers representatives
and academics of high level, coming from local, national and European level.
